Continuing Resolution Through December 3rd

On September 29th, Congress passed a Continuing Resolution to fund the Federal Government through December 3rd. President Obama signed it into Public Law on September 30th (P.L. 111-242). Under the Continuing Resolution, programs are not to start new projects.

House Appropriations Subcommittee Mark on the FY 2011 President's Budget request

On Thursday July 22nd, the House Appropriations Subcommittee on Interior, Environment & Related Agencies marked up the Fiscal Year 2011 Appropriations Bill.

As a whole, the Department of the Interior received $22 million more than what was requested in the President's Budget. For USGS, the mark was $17 million more than the President's Budget. However, fixed costs will need to be absorbed in 2011 according to the mark.

The next step in the budget process will be for the subcommittee must vote on the mark up. For more information, please go to the House Appropriations website.

House Appropriations Committee decides 302(b) Allocations for Fiscal Year 2011

The House Appropriations Committee designated 302(b) allocations for its subcommittees on Wednesday July 23rd for Fiscal Year 2011. The Interior-Environment subcommittee received $32.24 billion which is $134 million less than what was in the President's request. Overall, the House Appropriations Committee designated $1.28 trillion in discretionary funding for the 12 subcommittees which is a $14.5 billion reduction to the President's request.

FY 2011: USGS Director testified before House Appropriations Subcommittee on Interior, Environment, and Related Agencies

On March 10, 2010, USGS Director Dr. Marcia McNutt testified on the 2011 budget request before the House Appropriations Subcommittee on Interior, Environment, and Related Agencies. Testimony included the following:

"The 2011 budget request reflects our ability to address a vast array of natural-resource and natural-science issues facing the Nation. This budget provides new funding to address several important Administration and Secretarial priorities including renewable energy, climate change, water resources, and treasured landscapes. The Administration's 2011 budget proposal for the USGS focuses on issues of national importance and ensures the USGS maintains the expertise necessary to address the scientific and societal challenges that face us today in addition to those that will arise in the months and years ahead."

Department of the Interior's FY 2009 Annual Performance Report and Agency Financial Report are Now Available

The Department of the Interior's FY 2009 Annual Performance Report (APR) and the Agency Financial Report (AFR) provides an overview of performance information for the Department and bureaus (e.g., USGS, National Park Service, Bureau of Reclamation, etc.). The APR and AFR are the Department of the Interior's principal publication and report to Congress and the American people on our stewardship, management, and leadership of the public funds entrusted to us. The APR and AFR use objective, quantifiable measures to evaluate bureau and departmental performance in achieving goals and objectives in carrying out the Department’s missions.

FY 2011 USGS Budget Released

Today, USGS Director Dr. Marcia McNutt, Director of the USGS Office of Budget and Performance Carla Burzyk, and other members of the USGS leadership were available to answer questions about proposed changes in the USGS budget from partners, stakeholders, and customers. Many of these questions dealt with the major USGS budget initiatives such as New Energy Frontier, Climate Change Adaptation, WaterSMART Program, and Treasured Landscapes. News releases, the Department's Budget in Brief, USGS budget tables, and other documents used to describe the USGS Budget are available on-line.

Delay of the DOI Strategic Plan Revision

The Department of the Interior (DOI) has decided to delay publishing the revised DOI Strategic Plan until later this fiscal year. The DOI would like to spend more time evaluating the framework and performance measures. While the statutory mission of DOI has not changed, the Strategic Plan will evolve to reflect both President Barack Obama and DOI Secretary Ken Salazar's priorities, the missions of the DOI bureaus, and are suitable for DOI stakeholders and the general public.

FY 2011 Funding Passback from OMB

The Office of Management and Budget (OMB) began their consideration of the FY 2011 budget and performance request in September 2009. OMB issues its decisions in the form of a "passback," traditionally released the end of November each year. FY 2011 passback for the Department of the Interior and its bureaus was released on November 30, 2009.

During December, negotiations between OMB and the Department will refine the initial passback. Results of these deliberations form the basis of the FY 2011 President's Budget request (a.k.a., Greenbook), due to Congress on February 1, 2010. Specific President's budget and performance information will be released then.

New USGS Planning and Performance Management Team Officer

Jason Freihage is the new Planning and Performance Management Officer in the USGS Office of Budget and Performance. Most recently he worked for the Committee on the Budget at the House of Representatives where he was a budget analyst covering Agriculture, Science and Technology, and Environment and Natural Resource programs . Previously, Jason served as the OMB budget examiner for International Affairs programs and Department of the Interior programs, including the USGS. He also served as a rural extensionist with the Peace Corps in Cape Verde, West Africa. Jason has a Master of Policy Sciences from UMBC and has an undergraduate degree from Guilford College.

FY 2010 Interior Appropriation Bill Signed by President Obama

On Friday, October 30th, President Obama signed the FY 2010 Interior appropriation bill (Public Law no. 111-88). This bill of approximately $32.24 billion provides funding to the Department of the Interior through September 30, 2010. The USGS received a budget of approximately $1.1 billion. For updated USGS funding tables, please go to the OBP Funding Table web page.

Also attached to this bill is a Continuing Resolution for all continuing projects and activities of the Federal Government who do not have enacted appropriations bills. This second Continuing Resolution provides funding through December 18th.

House/Senate Conference Completed for Interior-Environment FY 2010 Appropriation Bill

The FY 2010 Interior-Environment appropriation bill went to Conference this past week where the House and Senate discussed their differences on the appropriation bill. The Conference report can be found here (PDF).

The Continuing Resolution ends Saturday. There will either be another Continuing Resolution or the appropriation bill will be passed.

Continuing Resolution Passed for the Month of October

On Wednesday September 30, the Senate passed a month long continuing resolution. The President signed the continuing resolution on Wednesday September 30 as well. The House had approved the continuing resolution on September 25.

Conference on the Fiscal Year 2010 Interior-Environment bill will occur over the next couple of weeks.

On Friday September 25, the House passed a month long continuing resolution. The Senate is expected to pass the continuing resolution on Wednesday September 30. The President is expected to the continuing resolution on Wednesday. The 2010 Fiscal Year begins on October 1st.

Senate Passes FY 2010 Interior Funding Bill

On Thursday, September 24, the Senate passed a $32.1 billion Interior-Environment bill for Fiscal Year 2010. The bill was passed with a vote of 77-21. The House had passed their version of the Interior-Environment bill on June 26th. The House and Senate bills will now go to Conference which is expected to occur over the next few weeks.

DOI Requests Public Comment on Strategic Plan Revision

The DOI has published a notice in the Federal Register requesting public comment for the Strategic Plan Revision. The public comment period is for 60 days and the DOI needs to receive all comments by November 10th. For more information, please read the DOI News Release. Senate to Discuss Fiscal Year 2010 Funding

The USGS (and the rest of DOI) still has not been appropriated funds for the 2010 fiscal year beginning on October 1st. The Senate is expected to discuss the 2010 spending bill for DOI within the next few weeks. At this time, the Senate has already passed 5 2010 appropriation bills while the House has approved all 12 appropriation bills. There is the possibility of a Continuing Resolution having to be passed in order to fund federal agencies beginning on October 1st and also allow the Senate to have more time to discuss the various remaining appropriation bills.

House Passes Funding Levels for Fiscal Year 2010

On Friday, June 26th, the House voted to approve House Appropriations committee version of the Fiscal Year 2010 Interior-Environment appropriations bill with a vote of 254-173. The next steps include the Senate voting on their version of the Fiscal Year 2010 Interior-Environment appropriations bill and then the House and Senate going to conference. No date has been scheduled yet for the Senate floor vote.

Senate Subcommittee Mark on FY 2010 Funding

The Senate subcommittee on Interior-Environment approved $32.1 billion in FY 2010 for the Department of the Interior. This is a decrease from the President's budget request. However, the proposed bill is an increase $4.5 billion from the FY 2009 funding level. More specifically, the USGS has a funding level of $1.044 billion which is a slight decrease from the President's Budget request. Even so, this FY 2010 funding level is $60.5 million above the FY 2009 funding level.

The full Senate appropriations committee markup will occur Thursday June 25th.

Senate Appropriations Committee decides 302(b) Allocations for Fiscal Year 2010

The Senate Appropriations Committee designated 302(b) allocations for its subcommittees the week of June 14th. The Interior-Environment subcommittee received $32.1 billion which is an increase from $27.6 billion in Fiscal Year 2009. The Interior and Environment bill subcommittee markup will on June 23rd.

OMB Deputy Director of Management/Chief Performance Officer Confirmed

On Friday, June 19th, the Senate unanimously confirmed Jeffrey Zients as Deputy Director of Management/Chief Performance Officer at the Office of Management and Budget. President Barack Obama announced Zients as his nomination for OMB Deputy Director of Management/Chief Performance Officer in mid-April. Zients comes to this position with twenty years of business experience as a CEO, management consultant, and entrepreneur.

House Appropriations Committee Sends Interior Bill to the House Floor

The FY 2010 Interior bill sent to the House floor has a funding of $10.97 billion which is a decrease from the President's Budget request. However, the proposed bill is an increase of $897 million from FY 2009 funding level. More specifically, the USGS has a funding level of $1.1 billion in the bill. This is $8 million above the President's Budget request but it is approxiamately $78 million below the 2009 funding level.

Floor action on the Interior bill is expected to begin this Thursday, June 25th.

The House Appropriations Committee designated 302(b) allocations for its subcommittees on Tuesday June 9th for Fiscal Year 2010. The Interior-Environment subcommittee received $32.2 billion which is an increase from $27.9 billion in Fiscal Year 2009. The Interior and Environment bill (will full committee markup) will occur on June 18th with a vote on the House floor June 25th or 26th.

Overall, the House Appropriations Committee designated $1.086 trillion in discretionary funding for the 12 subcommittees.

FY 2010: USGS Acting Director testified before House Appropriations Subcommittee

On May 21, 2009, USGS Acting Director Suzette Kimball testified on the 2010 budget request before the House Appropriations Subcommittee on the Department of the Interior and Environment. Testimony included the following:

"The Administration's 2010 budget proposal for the USGS focuses on issues of national importance and ensures that USGS maintains the expertise necessary to address the scientific and societal challenges that will arise in the months and years ahead. The budget enhances USGS efforts in support of key Administration and departmental priorities such as the New Energy Frontier, 21st Century Youth Conservation Corps, and Climate Impacts. It continues strong efforts to ensure the availability of crucial data and research results to governmental, academic, commercial, and international users."

FY 2008 USGS Performance and Accountability Report now available on line

The USGS 2008 Performance and Accountability Report (PAR) provides overview financial and performance information for the USGS and is the Agency's principal publication and report to Congress and the American people on our stewardship, management, and leadership of the public funds entrusted to us. For the fourth consecutive year, the independent CPA firm selected by the Inspector General has issued a clean (unqualified) opinion on the bureau's consolidated financial statements. USGS met or exceeded the representative measures monitored by the Department and 87% of the 109 measures that were tracked in 2008. This does not include the two measures that were rebaselined.

Office of Management and Budget Chief Performance Officer and Deputy Director of Management Nominated

On Saturday, April 18th, President Barack Obama announced Jeffrey D. Zients as his nomination for Chief Performance Officer. This new position is designed to bring reform and change to the federal government through performance management. Zients will also be the Deputy Director for Management at the Office of Management and Budget which was Clay Johnson's position during the George W. Bush Administration. Zients comes to this position with twenty years of business experience as a CEO, management consultant, and entrepreneur. Nancy Killefer was previously nominated for these positions but withdrew her name from the process.

2010 Congressional Budget Resolutions

The House and Senate approved Fiscal Year 2010 budget resolutions on Thursday, April 2, 2009. When Congress comes back from Easter break (April 20th), the Senate and House will have conference action on the two different resolutions (302 (b) allocations). 302(b) allocation is the amount of discretionary funding that the appropriations subcommittees will have to use when they pass their appropriations bill.

The House budget resolution was passed (233-196) with a total of $3.6 trillion in 2010. The Senate budget resolution was passed (55-43) with a total of $3.53 trillion in 2010.

USGS 2009 Omnibus bill signed

On March 11, 2009, the President signed the 2009 Omnibus bill, thereby enacting funding for most of the Federal Government, including the Department of the Interior and USGS. The USGS received $1,043,803 for 2009.

Congress passed and President Obama signed a Continuing Resolution today that continues operations of Government programs through March 11. Congress has until midnight March 11 to make a decision on funding for FY 2009.

The Office of Management and Budget has released the Fiscal Year 2010 Budget Blueprint (PDF) and the Department of the Interior Fact Sheet on the Fiscal Year 2010 Budget Highlights (PDF). A more extensive Fiscal Year 2010 Federal budget will be released in April.

Office of Management and Budget Chief Performance Officer Nominee Withdraws Name

On Tuesday, February 4, Nancy Killefer, the Obama administration's nominee for chief performance officer and deputy director for management at the Office of Management and Budget, withdrew her name from consideration. At this time, no one else has nominated for this position.

2008 USGS Fall Updates Performance Information (PART) Posted on www.ExpectMore.gov

The USGS Program Assessment Rating Tool (PART) performance data have been updated on www.ExpectMore.gov. Updates were made to USGS performance measures and funding to reflect the 2008 actual performance and the 2009-2013 target performance. Updates were also made to the 30 PART improvement plans that were finished FY 2008 and the 28 planned for FY 2009. In 2006, USGS had completed the 5-year cycle of evaluations using the PART with all programs rating moderately effective or better. These collaborative assessments were conducted with the Office of Management and Budget in support of the Federal Budget process to help Federal agencies produce results and help the American people understand Federal programs. USGS programs continue to improve as USGS continues to implement improvement plans tracking milestones and performance measures.

Office of Management and Budget Chief Performance Officer Nominated

On Wednesday January 7th, President-elect Barack Obama announced his choice as Nancy Killefer as the new chief performance officer. This new position is designed to bring reform and change to the federal government through performance management. Killefer will also be the Deputy Director for Management at the Office of Management and Budget which was Clay Johnson's position during the George W. Bush Administration. Killefer comes with plenty of experience to the job as she most recently was a senior director at the management consulting firm McKinsey & Company. During the Clinton administration, she was also an assistant secretary at the Department of Treasury. Killefer's nomination will need to be approved by the Senate.
