    Description:
A large canopy or "temple" structure with a standing female atop the roof and a seated female figure inside the structure. The standing female is an allegorical figure, wearing drapery and holding a partially unfurled flag in her proper right arm. Her proper left arm is extended out and downward and her head is tilted down. She stands atop a small tiered base or plinth on the roof of the temple. The seated figure wears a draped gown and is seated on a chair inside the temple. She is looking into a large book that is open on her lap. Her proper right arm is wrapped around the shoulders of a small boy who stands to her proper right. Her proper left arm is wrapped around the waist of a small girl who stands to her proper left. This grouping rests on a granite base with fasces carved on each corner and horizontally around bottom.
The entire monument is set on an earth embankment which is surrounded by low concrete walls and shrubs. The base and floor of the monument are made of granite. At each corner of the monument are three granite columns which support a granite roof. On the underside of the roof are four panels, possibly made of marble, with a bronze medallion in the center.
