ST. THOMAS — Family, friends, and classmates of Ja’Qeada Isaac gathered in Emancipation Garden at sunset Wednesday to celebrate the 9-year-old child’s life with a candlelight vigil.
The governing board for the V.I. Water and Power Authority learned additional details about ongoing issues at a meeting Wednesday, including stalled installation of new Wartsila generating units, and a costly fuel cleanup following a major accident on St. Thomas.
