GARC proposes 10-point administrative reforms

A unified scholarship portal and automated pension disbursal system are some of the few recommendations made by the Gujarat Administrative Reforms Commission (GARC) which presented its third report to Chief Minister Bhupendra Patel.  Gujarat Unified Scholarship Portal has been envisioned as a transparent online platform to streamline scholarship schemes. Other suggestions     A fully automated system for pension disbursal, which allows retired employees to generate pension payment orders, digitally verify service records as well as allow direct credit of pension into bank accounts     A portal that has all Government Resolutions from various departments in easy-to-understand, subject-wise format     GIS mapping of all government properties and services     Providing updates like ‘application completed’ and ‘under approval’ through automated SMS/WhatsApp as well as ensuring secure delivery of documents through trusted courier services     Public transport ticket purchases through QR codes and UPI as well real-time updates on schedules, availability, locations     Linking service delivery systems such as applications, forms and services with DigiLocker to provide authenticated government documents and certificates directly to citizens.     Digitising service books and historical records within the Human Resource Management System.     Development of dynamic e-civil lists and automatic provisional seniority lists for all government employees     Carrying out digital surveys to assess work allocation, role assumption and job satisfaction among Class 1 and 2 officers

A spurned lover’s vendetta led to widespread panic across the country, as threat emails sent to over 36 establishments — 21 in Ahmedabad and 15 in other states — turned out to be the handiwork of a 30-year-old woman seeking revenge for unrequited love. The Gujarat Cyber Crime Cell on Saturday arrested Rene Joshilda, a senior consultant at a Chennai-based firm, for allegedly orchestrating a string of hoax bomb threats. Her targets included the Narendra Modi Stadium, BJ Medical College, Geneva Liberal School in Sarkhej, and Divyajyot School in Bopal, among others. “Joshilda’s arrest has helped crack multiple recent bomb threat cases,” said Lavina Sinha, deputy commissioner of police (cybercrime). Joshilda, an electronics engineer by qualification, is the daughter of a civil engineer and a schoolteacher.  According to investigators, she developed a romantic interest in a colleague during a project in Bengaluru. When he rejected her and later married someone else, she allegedly plotted a campaign of cyber terror to exact revenge. Using VPNs and fake email accounts created in the man’s name, Joshilda sent threat mails to schools, hospitals, and public venues. Her emails warned of imminent explosions, causing widespread alarm and prompting massive security mobilisation across cities. One such email targeting a Pune-based school caught the attention of the Maharashtra Anti-Terrorism Squad, which rushed to Ahmedabad after learning of the arrest. A six-month-old slip-up sealed her fate Despite her tech-savvy approach, Joshilda’s downfall came from a digital misstep made six months ago. Investigators discovered that she had logged into both her real and fake email accounts from the same device, inadvertently exposing her IP address and tying her directly to the email trail. “She may have known her way around technology, but that one careless login gave her away,” said a police official on condition of anonymity. Joshilda’s hoax threats had stretched law enforcement thin, with bomb squads, K9 units, and anti-terror teams repeatedly dispatched for sweeping operations. The case has sparked a wider conversation around the abuse of cyber tools, and the need for mental health support for those dealing with emotional trauma. ACP Hardik Patel of the cybercrime cell said the accused also impersonated terrorist operatives in some of her emails. Scuffle during interrogation Top police sources told Mirror that Joshilda turned violent during questioning and scratched the face of a woman constable. A separate complaint for assaulting a police officer is expected to be filed against her.   Joshilda’s emails reached 21 institutions in Ahmedabad such as Geneva liberal school, Narandra Modi Cricket stadium in Motera during IPL, Divyajyot School, and 15 more in 11 states, sparking alarm among police forces –Lavina Sinha, ​​​​​​​DCP Cyber Cell
