New button state: dark-disabled

Why: When a button is disabled it should appear subdued. The existing disabled state work against our typical gray background, but looks high-contrast against dark backgrounds like the top toolbar or the AI command bar. In order for the button to appear disabled against a dark bg, it needs different colors

Adding a new state to the button component seemed the least awkward way to do this.

I understand. Organize in code however you think is best, but in the design system it makes the most sense for it to be a 'state'. This is the same as the disabled state in every functional way, just using different colors.

Currently it's only seen in the AI, but it may be used in other places in the future.

probably better to stick in code with what's in figma as much as possible
