CMake Usage vs Required Build Flags

Problem Description

Currently building F Prime specifies two types of flags:

1. Required for F Prime (e.g. allowing var lenth arrays)
2. Not required, but part of our standards (e.g. Wall)

Both are hard-specified in the CMake Lists. we should address with modern CMake Standards.

We should split it up thusly:

1. Flags required to build F Prime (e.g. allow var-length-arrays) should be split from
2. Flags used by F Prime to validate (e.g. -Wall)
