Non-Semantic Types: Remove Use of NATIVE_INT_TYPE and NATIVE_UINT_TYPE from Framework Code

Feature Description

NATIVE_INT_TYPE and NATIVE_UINT_TYPE were used historically in F Prime, however; we now have semantic types that represent these concepts. We should expunge the old usage and replace with the new. Also POINTER_CAST.

Note: starting with a conversion of portNum, as that is most of the issue and this will reduce noise in the remaining PRs.
