Add conditional code (no-op for the current PMAPI_VERSION_2) that will allow the code to continue to work with PMAPI_VERSION_3 in PCP 7.0 that is under development.
PMAPI version will roll from 2 to 4 in the forthcoming PCP 7.0.0. release and this requires small changes for timestamps which will be struct timespec instead of struct timeval.
