I ran into the same issue on 2025.7.3, were you able to resolve this?

As explained there, you either have to:

1. Use Home Assistant Cloud (via subscription)
2. Manually configure the YAML to enable the integration (you cannot install this via the UI): https://www.home-assistant.io/integrations/google_assistant/#yaml-configuration
