QUESTIONS FOR ORAL ANSWERS
 09/04/09  Hon. Denis Hamson MP Youth Northern to the Minister of Justice and Constitutional Affairs:

(i)    Why the electoral Commission has not organised local council elections and local council bye-elections contrary to the law?
(ii)    What plans the Minister has to ensure that the elections of local council leaders are held expeditiously?

 02/04/09  Hon. Erias Lukwago, MP Kampala Central (DP) to the Minister of Education and Sports:

i)    Would the Minister explain to the House as to why the academic standard of government aided schools in Kampala Central, which used to be among the best performing schools in the country, is deteriorating at a very fast rate since the introduction of the Universal Primary Education (UPE) programme?

ii)    What remedial measures are being taken to address the aforesaid appalling situation?

iii)    Why has government failed to renovate most of the UPE schools in Kampala Central which are extremely dilapidated?

iv)    Would the Minister explain whether it is true that Government is planning to relocate the Uganda Taxi Operators and Drivers Association (UTODA) business from the Old Taxi Park to Nakivubo Settlement and Nakivubo Blue Primary Schools?

 31/03/09  Hon. Louis Opange (MP Pallisa, Independent) on behalf of Hon. Ekwau Ibi Florance (Woman MP, Kaberamaido, FDC) asked the Minister of Lands Housing and Urban development

(i)    Can the Minister explain to the House why Land Tribunals as established by law are not working?

(ii)    In the absence of Land Tribunals what is the alternative?

(iv)    would the Minister present to the House a full list of all assets that were supposed to be returned to the institution of the Kabaka of Buganda after negotiations as provided under S. 2(5) and (6) of the Traditional Rulers (restoration of Assets and Properties) Act; those that have been returned and those that are still being held by the central government?

(v)    Why has government failed or refused to return those assets or properties envisaged under S.2(5) and (6) of the said Act?
(vi)    Is the 9000 square mailo (former crown land) part of the assets or properties envisaged under S.2(5) and (6) of the said Act?

In each of the financial years 2007/08 and 2008/09, Parliament appropriated Shs. 3,000,000,000 as Land Fund in the Budget of the Ministry.

 Can the Hon. Minister inform the House;

i)    If this fund has been fully utilized?

ii)    How much land was purchased and in which Districts?


iii)    What criteria were used for choosing the Districts and the

       beneficiaries?

 20/11/08  Hon. Kashaija Robert asked the Minister of Agriculture, Animal Industry and Fisheries the following questions

(i)    Why has the Minister allowed ill-treatment of animals during transporting to continue?

(ii)    Is the Hon. Minister aware that the aforementioned activity constitutes violation of those animal’s rights?

(iii)    What plans does the Minister have in place to ensure that the animal rights in this country are respected?

 20/11/08  Hon. Okello Okello asked the Minister of Defence the following questions

(i)    Why the army should have no vehicles in spite of the huge sum of money budgeted for the Ministry of Defence every year?

(ii)    What more assistance does the Hon. Minister need from Parliament or elsewhere in order to ease the transport problem in the army?

(i)    What arrangements are in place to treat all parts of the Country equally as far as television coverage is concerned?

(ii)    If the answer is affirmative, what time frame can the minister give for accomplishing the above task?

(iii)    What is the Minister doing to improve the poor Uganda Broadcasting Corporation radio reception in areas like Kotido, Koboko, Bundibugyo and Kisoro?

(i)    What arrangements government was putting in place to facilitate poor students tom pursue university education?

(ii)    Plans to improve remuneration of Academic and Administrative staff in public universities.

(i)    Is the Minister aware that Section 39 (e) and Section 40 of the National Forestry and tree Planting Act 2003 provides for the establishment of the National Tree Planting Days and the tree Fund respectively?

(ii)    Can the Minister inform the House why for the last 5 years, the above mentioned provisions of the law have not been implemented?

(iii)    Can the Minister appraise the House on the plans to operationalise the law?
